Measures sustained unsubsidized employment four quarters after exit. RecastCoach's post-placement coaching keeps a trusted relationship active through this window, lifting follow-up response rates so supplemental data is available in the cases a wage-record match misses.

Median Earnings, 2nd Quarter After Exit

A cohort-level indicator: the median of participants' actual earnings in the second quarter after exit. RecastCoach contributes documented supplemental earnings collected at follow-up, reflecting wages actually paid that quarter rather than a starting salary. The state computes the indicator, primarily from wage records.

Credential Attainment

Logged directly when a training-enrolled participant earns a recognized postsecondary credential, during the program or within one year after exit. Engagement alone does not qualify; the credential is the documented outcome.

Measurable Skill Gains

Documented progress within an education or training pathway leading to a credential or employment, recorded against the defined WIOA gain types. Participation hours and platform activity support the work but are not themselves a skill gain.

Effectiveness in Serving Employers

The shared indicator across WIOA core programs: retention with the same employer in both the second and fourth quarters after exit. RecastCoach contributes supplemental retention data through post-placement check-ins; the state confirms employer continuity through wage records.
